James P. Kilgallen, 80, of Parkside, PA, died Monday, March 25, 2013 at Taylor Hospital, Ridley Park, PA.   Mr. Kilgallen graduated from Chester High School in the mid 1950's and went on to attend college.  He worked as a school teacher and librarian at the Lansdowne-Aldan High School until his retirement in 1982.  Jim was appointed Building Inspector and Code Enforcement Official for the Parkside Borough in July 1987.  He served the Borough in that capacity until he was elected to Borough Council as a Councilman in 1999.  He served Parkside Borough as a Councilman with dignity, compassion and dedication until his passing. He considered Parkside Borough his "family".   Jim was a kind and loving gentleman who had a special place in his heart for his many cats.   Relatives and friends are invited to attend his Funeral Mass 10:30 am on Friday April 5, 2013 at St. Katharine Drexel Catholic Church, 1920 Providence Rd, Chester, PA 19013 where friends may call from 9:30-10:30.  Interment will follow in Immaculate Heart of Mary Cemetery, Linwood.    Memorial contributions in his name may be made to the Delaware County SPCA, 555 Sandy Bank Road, Media, PA 19063 or to the Francisvale Home for Smaller Animals, 328 Upper Gulf Road, Radnor, PA 19087.Arrangements by the John P.
